Income tax returns is must in india for those going for H1B visa interview, I have Form-16 only.

Question

Due to personal emergency I didn't file IT returns for last year and this year, For last year paid partial amount as I couldnot pay full amount through online on getting notice. I got only Form-16 with me but not the ITR. Is this mandatory for those who are going for H1B Visa interview. Will they moniter this also.

     Please help me in getting the answer, if it is mandatory then I somehow pay the amount.

I dont think they will ask for India Tax statements, I got my H1 stamped sucessfully without tax returns
