Is it valid for going to Canada for giving h1b visa interview when holding a Canadian visitor's visa?

I work on STEM OPT extension which expires End of year. My h1b wasnt sponsored this year, but they planned to do it next year April.

I am planning to go back to India on STEM OPT as it expires so I dont have to overstay.

 

I am also planning to visit friends in Canada as I have got Visitors visa. If my h1b petition is approved in US, then can I give my h1b visa interview in Toronto?

Yes you can apply for visa stamping in Canada. 

However you may have to stay in Canada until September.
