Can someone leave after DV case with no sentence involved if he is on H1b?

A person was trained in anger management class for 1 year plus community services. This person has work permit in US and not citizen.

Will a person be allowed to leave US permanantly if he is involved in a domestic violence case?

Will he be able to get back to uS in future?
