Staying in US after h1b 6 years is expired and converting to F1 and later change back to H1?

My 6 years tenure on h1b is expired and GC pERM is approved.
 
I am working as contractor and my employer has no new projects. I might risk being out of status after September.
 
1. Will i be able to remain in US by converting F1 and when new project starts can i change back to H1?
2. Is 9/30 the H1 extension deadline for me ? If its not filed till 9/30, and I do change to F1, then after gap of 2 months (say in Nov), is it still possible to file (with new PO + maybe approved I-140) for H1 extension, change F1 to H1 and begin working? 

3. Will change to F1 hamper the GC /I-140 process ?

enerally, yes but it would be best to sit down and discuss your options with an immigration attorney before your current status expires on a particular date. You should file the I-539 before the expiry date.
