Right now I work for company1 and my h1b is approved and going to be active in October.

If I am moving to another company2 before Oct 1, will my h1b transfer done?

what are the risks in this?

You cannot transfer the H-1B before Oct 1 because, quite frankly, you have no H-1B before Oct 1.
