Attending school when h1b is expired and f1 pending?

I am almost done with my 6 year tenure of H1b visa. I later filed for change of status from H1b to F1 visa. The case is still pending. do I have to drop out of classes until the COS is approved? The school designated official thinks that I can continue to take classes even after the H-1b visa expires, but everything I've read here seem to say otherwise. 

 

If I don't hear back from USCIS after school starts, at what point should I defer my I-20 to the next semester? Is there any risk of USCIS rejecting my COS application because of the deferral?

 Your F-1 needs to be approved before you start taking classes.
