H1b premium processing through company2 when company1 h1b is still under processing

Question

Can a new employer apply for h1b-transfer under premium processing for my current visa when my first visa was through regular process?

If they cant do visa PP, what would be the best option?

Will i get approval or will it be rejected?

Yes, you can. if your visa validity time has not expired.

if your time has expired you will need to have approval of the extension of your first employer. OR if the time has expired you may have the new employer file under premium and travel outside the US and return with a new H-1B visa as long as your time has not been expired for more then 180 days.
