H1b with COS - want to know about processing details

Question

I have an H1 cos filed this year, which is supposed to change my status to h1 from oct 1.

But -my case is still in the initial review

Would uscis take decision on all new H1's(2014 quota) before oct 1 or can the processing go beyond oct 1.
If yes can i start working for employer from oct 1 and wait for H1 decision?

USCIS will likely decide it before October 1. If it takes longer, you will have to wait longer.
