Can I use my old H1B quota? Can I apply for a transfer and extension of that H1B?

In April 2008 I applied for H1B visa. It got chosen in lottery and received an approval petition for 3 years beginning in October 2008. For personal reason, I couldn't go for H1B stamping and that petition was never used so that H1B has expired. That petition would have been allowed for work between October 2008 and October 2011.

My question is can I use that H1B quota now. Also, can I apply for a transfer and extension for that H1B?

From Google, a URL says "Any employer can file a new H1B petition using the cap from the old petition and request an immediate start date that way, you can start working immediately upon approval and don't have to wait until October 1st".

Google isn't the best place for legal advice. An attorney is best for this situation. Even this forum can only give general information. An experienced licensed attorney, can help with the specifics of your case. That attorney will know the questions to ask you to make the best decision regarding your case. Many lawyers give free initial consultations.
