Apply H4 while administrative processing is in progress

Am I eligible to apply H4 while my H1b is still under administrative processing?
Its been more than 3 months now and I haven't got any updates from USCIS. Also, my husband's h1b extension is nearing (Feb 2014).
WIll this cause issues with my h4 ?

Yes, off course.
You will get H4 only till February 2014.
