About h1b stamping outside USA in any US Consulate

Company A sponsored my h1b which expires in Dec 2013. I moved to company B now who filed my h1b and approved for 3 more years.

I have plans to go to Europe. Is it possible to get H1b stamping done in the Europe consulate do should I go back to India and get it stamped, because my previous h1b has expired in Dec 2013?

It is always good to do in India (your home country). You should be consulting your immigration attorney for more details.
