Is it possible to do h1b transfer after I return from USA?

I came back to India after I worked on h1b from Oct 2011 to Jul 2013. My visa is valid until sept 2014.
Is it possible to change my job to new employer and use same visa to move back to US?
Should I be going to stamping and will I come under the cap this time?

You better ask your new employer to file H1b for you again as they are specific to the job and also different location.
