I currently have a L1A with Company A. My H1B is currently sponsored with Company B. Company A chose to sponsor my GC. At that time, my H1B was under an initial review. I asked Company B to withdraw my H1B application. They told me my H1B withdrawal application was already submitted. Today, when I looked on the USCIS website, the application was in "RFE status". Does that mean Company B didn't ever file the withdrawal application?
