Is it possible for Employer A to transfer seeing that H1B is not valid until October 2013?

Employer A is currently holding my L1B visa while in the meantime I have moved forward with Employer B for an H1B. I am not actually on there payroll yet. The H1B will be valid starting October 2013. Now, Employer A would like to transfer my H1B from Employer B. If they can transfer what paperwork will they need from Employer B? What happens if Employer B cancels the H1B during that process? Can that just use a copy of the H1B petition to transfer?

Since you are H1 approved you are quota exempt. Any employer can file an H1 for you and have it approved. Once approved, you can start working for them.
