H1B Petition Transfer after Visa Expiry

My H1B Visa was stamped from Employer A and it got expired in 2014 Dec. I have this H1B petition valid till 2017 Nov. Till now I have not travelled to US even once. Now I have moved to different Employer B. My new Employer B is ready to file H1B Visa for me. Is this new visa thru Employer B eligible for Non-Cap category, since I my old H1B petition is still valid till 2017 Dec? If yes, please let me know the process to be followed so that visa will be Non-Cap category eligible.
