Employer willing to start GC processing, I do not have H1b, will this cause any issues?

I was on OPT and my company has started the GC process. I did not get through last years lottery and enrolled school to maintani my status

Is it okay to apply for PERM process without h1b visa, will there be any issues going forward doing so given my situatiion/

Green card is for future employment. AN employer can file a GC even though you are not working for them on h-1b
