QUestion about transfering h1b to f1b then back to h1b filing in progress

My h1b was approved a couple of years ago and sponsored employer has shutdown, so I had to change my status to F1 visa.

If new employer is willing to transfer or sponsor h1b when could I start working earliest?

Or do I need to wait for approval or I could start working once the employer gets the petition reciept?

you cannot work for the new employer until the new H-1B is approved. Your new H-1B can be filed with premium processing request, which would take 15 days for USCIS action on it.
