H1b not yet effective - is it possible to transfer under other visa status?

My F1 OPT is about to expire and my h1b is approved. I got laid off and have h1b revoked by ex-employer.

I later tried to change my status to F1 or F2 if I didnt get any job until then.

 

if I find job later will my new employer file h1b petition using my previous approved i797?

That could be possible, given that you were already counted again is the numerical cap for H-1Bs for the coming fiscal year.Its a bit of luck.
