Do we have H1b lottery in 2014?

I will get my Master's degree in May 2014, and trying to check if getting work authorization is possible by next year. Since even if I get the job, and don't get the H1B visa approved, then job is of no use. Looks like USCIS approved just 50% of the applicants this year. What if USCIS accepts more applications next year, what are our chances ?

It is very likely that the possibility of lottery due to the cap will be reaching around the first week. Well, bills for increasing the quota are already pending, though there is hope, there is no substantial decision taken.
