How long will it take to get a decision on MTR filed for h1b visa?

My H1b got denied and I have been asked for a detailed experience letter from my previous employers. Now I am not sure whether to file a MTR and stick with my current company or join a new employer and file a fresh H1 next year.

filing a MTR with the California Service Center is sheer exercise in futility. Case will be "reopened" within 4-5 months, only to have the denial to be reaffirmed. Complete waste of time and money.
