H1B Petition - Delay in processing & New Petition

Hello All,

My employer has filed a H1B petition for me on 2012 (for FY 2013). Since there was not lottery at that time, I was able to see the status under 'Inititial Review'.

From that point, until now that petition is under 'Inittial Review'. Though the employer has placed multiple requests, there was no response from USCIS.

This year, i.e., 2014, my employer wants to file a new H1B petition. But this year, since there would definetly be a lottery system (50% propbability to be selected) in place, is it a good idea to go ahead?

Can you please let me know, whether we need to withdraw the first peition before filing this new one.

Among 'Waiting for the status update for old petition' or 'Applying for new petiton',  Which option would be better for me?
