DHS published the H4 EAD proposed rule in the federal register. This is the 5th step in the rule making process.

Agreed with AVATAR that if this new rule is in place, all these new H1 people specially from INDIA (the spouses of H1 holders) are going to join some Indian consultancies ,fake their resume and going to work in some hot technologies and all the hard earned degree holders American citizen will be working on the odd jobs as they normally dont FAKE their resumes as INDIAN people do .
I am an American Indian but shamefully admits that most Indians are dual nature they are smart people mostly they are fedup with their country, population overgrowth and diseases wants to do the same for
US by faking their experience and education by supporting only people they like, and if they are in some decision making position they will put unskilled un-experience person to promote and put them in a KEY positions in the company and overlook/lookdown/discourage other nationalities which is against the most company policies.
They save almost 50% their salaries , and spend on buying gold and sending home for making their houses and businesses. so making american Economy week. Recent example is US Mutual Bank CEO who got charged with 50m dollar for making the bank bankrupt and money laundry.
Suggestions: Stop outsourcing from indian consultancies and support this great country USA and go for American experience and even if its less, atleast they don’t lie most of the time and dont trust an indian most are con artist. Check article on http://www.businessinsider.com

I suppose Step 6 is already completed. Could you please mention the expected date for Step 7 ?
If we approve this rule all the IT people will be on road. Already because of heavy competetion from asian people job salaries/rates came down drastically compared to last decade. Still its going to be worst if H4 get EAD’s. Everyone will have a fake resume and enters company with less rates. Crazy Crap.

recently got a message in one of the social networking websites requesting me to forward the following link
to my friends and relatives and to request them to put positive comments
supporting the Employment
Authorization for Certain H–4 Dependent Spouses. (As per my understanding , not even 5 percent
of Americans are aware about this proposed rule and 95 percent of the comments
in this section are going to be from the people who are on H1 and their
relatives/friends)
Most of the jobs in companies like Microsoft is outsourced and the rest of
the jobs are given to service providing companies like Infosys, TCS, Cognizant,
Wipro etc. which comprises mostly
Indians. In India- Most of the Engineers get married to an Enginer, Doctor to a
doctor which again will create an influx of Indians to the high paying IT jobs.
Why dont we see much American Citizens in High Paid IT Jobs: Comapnies
like Infosys, TCS, Wipro train fresh graduates in high pay technologies like
Big Data, Datawarehousing, SAP etc and
bring them to USA. The US companies hire them due to the low billing . On the
other hand Americans who graduate from the college dosent get this oppurtunity.
Very few companies providde the training in hot technologies (unlike India where
the companies hire most of the fresh graduates and train them).
What is going to happen if this bill is passed: Not sure whether you know
how the consilting companies(90 percent of them run by Indians or Indian
Origins) run in USA. they hire the people(or bring them from India on H1),
train them on hot technologies, put 7 to 8 years of experience in their resume
and market them(on corp to corp).They will train their employees on how to
answer the questions for the interviews. Once these freshers(with no
experience) get the job, they provide job support( a guy from India will train
them for 1-2 hours for 1-2 months until they get familiar with the new job). No
american will dare to put 7 years of fake experience in their resume. Since
these jobs are corp to corp, not many companies will do a thorough back ground
check. If this new rule is in place, all
these new H1 people (the spouses of H1 holders) are going to join some Indian consultancies ,
fake their resume and going to work in some hot technologies (100 percent
consultancies run by indians run this way- Please verify if you want).

Suggestions: Stop outsourcing and increase the number of H1 visas. ONCE
THE GREENCARD IS PROCESSED FOR PEOPLE ON H1, THEY (H1 HOLDER AND SPOUSE) IS
GOING TO GET THE EAD IN 3 YEARS ANYWAYS. WHAT IS THE PURPOSE OF THIS NEW RULE?.
Else please stop teaching computer science course in US and outsource all the
jobs to India. Else train Americans to fake their resume and get into a job. PLEASE MAKE A PROVISION THAT- ONLY THE CLIENT

You are right Avatar. Some people do this but not all.
And mostly these people go for outsourcing or low rate labor because they want to show more profit(as public companies) which would benefit the shareholders (mostly Americans).
Just looking into one side of the coin and giving biased comments in a forum wouldn’t help the matter.
Any American, Indian, Russian or any one from any island would get a job if they are skilled. I wouldn’t hire anyone if they are not skilled (doesn’t matter if someone trains them or they train themselves). Would you?
This rule is better for some people (human beings) and would definitely boost American economy. And as you said eventually they will get their EAD and start working, so it is a policy by the American government to get more taxes from them than get more H1Bs into the country. Its just how you are looking at this.
Finally something is happening related to immigration which are useful to H4 people and American Economy.

This is a very good news. Lot of highly qualified H4s can utilize this . it will help many people in long waiting lines of GC (citizens in waiting) to realize their american dreams.

If this is for Professional H4’s, why don’t they allow all H4’s for only professional jobs not for other jobs. Why they have the rule again 1-140 approved for H4.

This is total bullshit if you ask me. I spent nearly 40000 USD for my education in USA and didnt pick up in lottery both times because of limited H1b cap. Now they are proposing work authorization for H4.. what a nonsense.!! Anybody on H4 knows that her/his status will remain effective till her/his spouse has h1b or any sort of work authorization. so ultimately sooner or later these so called H4 workers gonna file for H1b and cap is not increasing on the other side. This year USCIS received 175 K application, but take my word if they will approve this bullshit bill then next year USCIS gonna receive more than 300 k application. And this is gonna be nightmare for those who came here on F1 visa. There must be a bill which can take care of those who actually studied here first then i dont have any problem for H4 bill.

Hey, Looks like you didn`t read the rule completely. Its only for those H4s who`s spouse have 140 Immigrant petition approved.
Regardless of this rule, those H4s will have a chance of working in the near future!

To make it clear not all H4 holders will be eligible for this. Only few of those H4 visa holders whose spouse has an approved I140 will be eligible to get EAD and on top of this not all H4 holders are qualified engineers or doctors. So why are you so worried about this bill. Also for your information, spouses of those who are on L1 are already getting EAD and what wrong have H4 people done. I like this bill to be passed as soon as possible so that the eligible can contribute to the economy of US.

Why would anyone apply for H1 when they have EAD. You think more people will apply for H1 when they are working under EAD instead of sitting at home? I am sure you have no idea what you are talking about.
When the spouse has EAD, why the need arises to apply for H1B. So you do not compete for H1B visa with them. Remember the actual H1B holder has gone thru H1B process and suffered the same like you. More over here they are talking about the spouses who has skills and atleast experience not an immediate college grad. Be respectful when you make statements in public.
you don’t make any sense, if h4 visa holder can work with out h1 they get EAD, it will reduce the competence for H1b applicants. it will go down from 175k to less , even lot less.

You don’t understand.. If they create rule for H4 EAD work Permit. That will Free up the Quota space for H1B. Because many people like me whose husband has 140 approved they will not apply for H1B Visa and They will directly apply for H4 EAD.
If you came to US on F1, my guess is you mostly got a Masters degree. Then you should be eligible for H1 in Masters quota of 20000. Whether 175K apply for H1 or 300K is immaterial to you as long as all H1B in Masters quota are not exhausted.
